The Ford Government's 2026 Budget: Official Statement by Sean Conroy, Leader of the Ontario Libertarian Party

My name is Sean Conroy, Leader of the Ontario Libertarian Party. My goal is to be a voice for the average citizen and bring our provincial politics back to reality.

The 2026 Ontario Budget delivered today by the Ford government proves once again that the Progressive Conservatives, Liberals, and NDP are fundamentally the same on economic issues. They all agree on expanding government power, subsidizing favoured industries, and avoiding responsibility for the results. Ontario does not have a revenue problem; it has a profound spending problem.

By choosing to authorize a record $244.2 billion in spending and accepting a massive $13.8 billion deficit, the Ford government is deliberately burdening future generations to finance its out-of-control spending. We believe in drastically reducing the size and scope of government, lowering taxes to let families keep more of what they earn, and unleashing the power of the free market to solve the crises that central planning created.

Furthermore, the repurposing of the remaining $4 billion from the Protect Ontario Account into a state-sponsored investment fund is nothing more than corporate welfare. Bureaucrats and politicians have no business acting as venture capitalists, picking winners and losers in the market at the taxpayers' expense.

I also vehemently condemn the government's unprecedented use of Bill 5 to declare the Billy Bishop Airport a "Special Economic Zone" in order to unilaterally expropriate city-owned land. If you cannot own property securely, you are not truly free. The Ontario Libertarian Party remains committed to strengthening property rights against expropriation and aggressive zoning; your land is yours, not the state's to seize. Furthermore, if bypassing municipal red tape and streamlining regulations is an effective economic strategy for a "special zone," that exact same deregulation should be extended across the entire province, rather than being deployed as a special favor.

Finally, true economic freedom requires government accountability. While the Ford government drives the province further into debt, it is simultaneously attempting to shield the Premier's records from freedom of information rules. Today, politicians make disastrous decisions with your money and walk away without consequences. We demand absolute transparency; every official must be directly answerable to the taxpayers they serve.

We are not here to manage the decline of this province better than the other parties—we are here to reverse it.

TORONTO, ON – The Ontario Libertarian Party, led by Sean Conroy, is calling out the federal government’s recent enactment of Bill C-4, specifically the "Part 4" provisions that grant federal political parties unprecedented and retroactive immunity from privacy laws.

While the bill was marketed as an affordability measure, the inclusion of Section 4 is a classic example of "omnibus overreach." It effectively allows federal parties to self-regulate the personal data of millions of Canadians while shielding themselves from provincial oversight—dating back to the year 2000.

A Blueprint for Accountability, Not Immunity

The Ontario Libertarian Party believes that no organization, especially a political one, should be above the law. Section 4 represents a consolidated effort by the establishment parties to protect their own data-mining operations from the transparency requirements that every other private entity in Canada must follow.

Sean Conroy, Leader of the Ontario Libertarian Party, issued the following statement:

"Section 4 of Bill C-4 is a direct strike against the privacy rights of every Ontarian. By granting themselves retroactive immunity and bypassing provincial privacy standards, federal parties are proving they value their own data silos more than the consent of the voters.

Under our Blueprint for a Free Ontario, we advocate for individual sovereignty and government accountability. This federal measure does the exact opposite: it consolidates power and removes the right of the individual to know how their personal information is being used, sold, or shared by those seeking to govern them. We reject this 'blank cheque' approach to data privacy and call for a return to a system where political parties are held to the same rigorous standards as the citizens they serve."

Key Concerns with Section 4:

  • Self-Regulation: The law allows parties to write their own privacy rules with no independent oversight from the Privacy Commissioner.
  • Provincial Erasure: It strips Ontarians of the protections provided by provincial privacy statutes, creating a "legal vacuum" where only the parties themselves decide what is "fair use."
  • Retroactive Shielding: By making the law retroactive to 2000, the establishment parties are effectively pardoning themselves for any past data mishandling.

The Ontario Libertarian Party remains committed to a New Dawn for Liberty, where the privacy of the individual is paramount and the state, including political parties, is kept in check by clear, enforceable, and transparent laws.

A Vision for a Freer, More Accountable Province

The Ontario Libertarian Party believes that government is the servant of the people, not their master. For decades, the political landscape in Ontario has been defined by "false majorities" and an ever expanding bureaucracy. A Blueprint for a Free Ontario is our roadmap to a fundamental restoration of power from the state back to the individual.

 

1. Electoral Reform & Accountability

Fixing the foundation of our democracy. The current system allows parties with a minority of the vote to wield total power. We will ensure that Queen’s Park actually reflects the will of Ontarians.

  • Community Proportional Representation: We will replace the current model with a fairer system that ensures every vote counts and ends the era of manufactured majorities.
  • Recall Legislation: We will empower you to fire representatives who fail to uphold their mandates between elections.
  • Systemic Transparency: We will "open the books" with a real time online ledger. Every provincial expenditure will be scannable and searchable by the public.

 

2. Provincial Sovereignty & Constitutional Shielding

Protecting Ontarians from federal overreach. Ontario must act as a shield for its citizens against policies that infringe on civil liberties or economic stability.

  • Legislative Defiance: We will utilize provincial jurisdiction to oppose federal carbon pricing and firearm confiscations that violate property rights.
  • Fiscal Autonomy: We will establish the Ontario Revenue Agency to collect our own taxes directly, ensuring our money stays in Ontario to serve local priorities first.

 

3. Health & Education Innovation

Ending monopolies through Parallel Choice. We believe in "funding the person, not the institution." We will foster a system where public and private options coexist to eliminate wait times and improve quality.

  • The Ontario Health Savings Plan (OHSP): You can stay with OHIP or opt into a private savings plan. Those who opt out will receive a 100% Tax Credit on the health portion of their provincial income tax.
  • User Based Education: We will transition education property taxes to a user based model. If you do not utilize the public school system, that portion of your property tax is removed.
  • Portable Education Funding: For those choosing independent learning, education funding will follow the student as a portable asset.

 

4. Economic Freedom & Property Rights

Lowering the cost of living by getting the state out of the way.

  • Tax & Hydro Relief: We will implement significant provincial tax cuts and eliminate government imposed surcharges on fuel and electricity.
  • Ending Exclusionary Zoning: We will remove the red tape and regulatory barriers that artificially limit housing supply and drive up prices.
  • Indigenous Sovereignty: We recognize the right of First Nations to opt out of provincial regulatory regimes in favor of their own land use autonomy.

 

The Path Forward

We do not seek to rule; we seek to empower. Our plan is a phased transition to a province where you are free to pursue your own happiness, manage your own property, and live your life without the permission of a distant bureaucracy.

Ford’s “Administrative Defiance” Leaves Ontario Firearms Owners in Legal Limbo

TORONTO, ON – Following the official launch of the federal government’s firearms compensation program, Sean Conroy, Leader of the Ontario Libertarian Party (OLP), is calling out the Ford government’s "soft refusal" as an insufficient shield for law-abiding property owners.

While Premier Doug Ford has directed the Ontario Provincial Police (OPP) to decline participation in the federal buyback, the OLP warns that this administrative maneuver fails to address the fundamental threat to provincial jurisdiction and individual property rights.

"The PCs are playing a game of administrative 'wait and see' while a ticking clock counts down to the October 30 amnesty deadline," said Conroy. "Refusing to sign a cheque for the federal government is a fiscal start, but it does nothing to protect an Ontarian when a federal agent eventually comes to their door. This isn't just about policing priorities or budgets; it is about the state’s lack of authority to seize private property from citizens who have broken no laws."

The Ontario Libertarian Party is advocating for a more robust legislative response modelled on provincial sovereignty over property and civil rights. 

The OLP’s proposed Property Rights Act would:

  •  Codify Property Protections: Explicitly protect the right of Ontarians to own and enjoy property without arbitrary federal interference.
  •  Create a Legal Shield: Prohibit any provincial or municipal entity from facilitating the seizure of firearms while providing a legal framework for owners to challenge federal overreach in provincial courts.
  •  End the "Legal Limbo": Address the looming October 30 deadline by asserting provincial jurisdiction over the items in question, preventing law-abiding citizens from becoming criminals by default.

"For years, the PCs have claimed to be the party of law and order, yet they are allowing the federal government to redefine 'criminal' to include thousands of peaceful Ontarians," Conroy added. "A Libertarian government would not just 'decline to help'; we would actively defend your right to your property. It is time for a leader who treats your rights as absolute, not as a bargaining chip with Ottawa."

The Ontario Libertarian Party remains committed to the principle that "guns are not the problem, people are," and will continue to fight for the restoration of constitutional and property rights for all Ontarians.
